When a shelter is no longer able to care for its animals, what should they do? Do they relax the adoption requirements? Do they adopt animals for free? Do they send the animals to a shelter where they will likely be euthanized? Do they shut off the heat, give half-rations of food, and hope for the best? At what point does "care" become "abuse?" A shelter facing closure has many of the same issues as animal hoarders. Heart in the right place, but at what point do you admit defeat?
